At the meeting, City Administrator Butch Niebuhr reported that the asphalt project was completed last week, along with the 18th Street construction project and the floor of the new hangar at the Perry Municipal Airport.

Niebuhr, Mayor Jay Pattee and Council members expressed their sympathies for the Whiton Family after last week’s fire.  Pattee said in talking with the family at least one member is hoping they can come back bigger and better than before in Perry.  The City’s hope is that will be able to happen once things are sorted out.  Councilmen Phil Stone complimented the fire department for their hard work through the long hours the put in during the fire.

A public hearing in regards to HVAC improvements at 908 Willis Avenue, or the public safety building was then held.  A total of four bids were received for the project, with Wolin Mechanical submitting the low bid of $138,900, or approximately 11% higher than the engineer’s estimate.  After hearing no comments from the public the Council unanimously approved the contract with Wolin Mechanical.

Several pay requests were then approved including number two for the 2014 Conventional Hangar Project of  $21,880 to Jensen builders for work completed through May 23rd.  The second was pay request number five for 28th Street Construction in the amount of $108,656 to Keller Excavating and the third was $10,521 to Jensen Builders for pay request number four for the McCreary Community Center parking lot rehabilitation, both also for work completed through the 23rd of May.

Next the council approved a contract with the Iowa Department of Transportation for the 18th Street improvements.  The DOT accepted bids on behalf of the City and the low bid received was from Elder Corporation in the amount of $1,130,00 with monies coming from road use funds.  The project includes paving of 18th Street from McKinley Street to Park Street.

Hiawatha Amateur Radio Club was then authorized to use Pattee Park after hours for their Field Day event June 28th and 29th.  Sponsored by the Amateur Radio Relay League, the annual contest starts Saturday and runs through Sunday that weekend.  Bob Dittart with HARC says it’s an emergency preparedness event where the amateur radio operators practice their skills at setting up a radio operating station.

A cleaning services agreement was then renewed with Emilia Zelaya of Easy Clean to continue cleaning at the public safety building.  She will be paid $900 per month through the one year contract.

The Council then approved the sale of the salvaged globe lighting fixtures that have since been replaced with more energy efficient lights in the Iowa Energy Bank lighting project.

A resolution supporting administrative procedure changes in regards to garbage and sewer related fees was then considered.  The State Auditor’s office recommended establishing a reconciliation policy with someone monitoring delinquencies. After hearing from Water Works  Superintendent Hank Schmidt and Marcus Carris from the Water Works Trustees the Council moved to table to issue for now and set up a meeting with those involved to address the issue.
