img_2507The Perry City Council met in regular session Monday.

At the meeting, City Administrator Sven Peterson talked about the recent Habitat for Humanity Rock the Block project.  He also mentioned the International City Managers conference he recently attended in Kansas City and building inspector Steve Tibbles’s recent resignation as he took a new job in Waukee.

Councilman John Andorf mentioned that homecoming week went well, there was a lot of Perry pride demonstrated and everyone should be proud of the way things went.

The second pay application for the Pattee Park expansion project was approved in the amount of $192,444 to Spring Lake Construction for work completed through September 26th.

A public hearing in regards to a previously approved general obligation guarantee agreement for the Nudgers was then set for the October 17th meeting.  This will reduce the current agreement from $750,000 to $500,000 as they work on the 1314 2nd Street project.

A professional services agreement with Bolton and Menk for the North Street project was approved at a cost not to exceed $115,000.  City Engineer Matt Ferrier says by waiting a year to move forward with the project, bids came in around $450,000 below the engineer’s estimate.  The late start date for the project is set for November 12th.

Next a resolution ordering bids, approving plans and setting a public hearing for the 14/32 runway rehabilitation project was approved.  A public hearing will be held and bids considered at the next meeting on October 17th. Ferrier says they’re working with the Department of Transportation to repair the current runway until the new, longer runway is built in 2019.  The project is 70 percent paid for by the State of Iowa, with a 30 percent local match.

The Council then approved a services agreement with Safe Building Compliance and Technology.  With Tibbles’s resignation, the company will provide building code enforcement services for the City until a replacement is found.  Peterson say sthis is the same company that has been doing the City’s electrical inspections for some time.  Optimistically, Peterson hopes to have someone in the position in December.

A request to designate two additional persons with disabilities parking spaces outside the First United Methodist Church at 1100 3rd Street was approved as presented.

Finally, the Council approved the Urban Revitalization Plan’s handbook and green building program.  This sets the Green Building Standards that shall be incorporated in all new construction and existing residential improvement projects that are part of the tax abatement program.  Peterson says this is modeled after Adel’s program.
