The Guthrie County Board of Supervisors convened in regular session Tuesday.

The meeting began with the Board approving a resolution for the Secondary Roads Department to place low water crossing signs for a bridge that was taken out at Fir Avenue. The Board also authorized County Engineer Josh Sebern to proceed with planning for a bridge repair project in Beaver Township with an estimated cost of $125,000.

Next, the Board approved the canvass of votes for the three special elections held last week. Two were for the Rural Improvement Zone elections and the other was for the special Coon Rapids-Bayard School District election. The Board also decided to cancel next week’s meeting due to it falling on Christmas Day.

County Auditor Marci McClellan mentioned to the Board that regular city and school elections will be combined in Iowa for next November. McClellan asked for the Board’s input on a proposal that is being brought to the Iowa Legislature to have counties pay for regular city and school elections and then have cities and schools pay for special elections. No action was taken by the Board regarding the proposal.

The meeting concluded with a presentation from the Guthrie County Regional Airport Authority Board and McClure Engineering Company. The airport authority has received 90% of funding from the Federal Aviation Administration on a $3.8 million runway reconstruction project, and is seeking the remaining $380,000 from Guthrie Center, Panora, and the County through a 28E agreement. The proposed property tax levy asks Guthrie Center and Panora residents to pay $10.75 per a $100,000 valuation and unincorporated residents to pay half that cost at $5.25. The County and the cities agreed to have representatives meet to discuss the levy fees to potentially form a new 28E agreement in 2019. The last airport authority 28E agreement expired in 2004.
