An Amber Alert has been issued by the State of Iowa for a missing child Wednesday morning, while the kidnapping suspect is in police custody.

The alert was issued at about 12:41 a.m. from Davenport for 10-year-old Breasia Terrell. The destination of the abductor, 47-year-old Henry Earl Dinkins, was somewhere between Clinton and Davenport. Dinkins is in law enforcement custody while Breasia remains missing. She is described as being 4’5” tall, weighing 75 pounds, with black hair and brown eyes. She was last seen wearing an oversized white t-shirt, shorts, and white or pink flip flops. Those with information on Breasia are asked to contact the Davenport Police Department.
