The Jefferson City Council met Tuesday night in regular session.

The Council approved a resolution for an amendment with Region XII Council of Governments and The Centennial building upper story apartment to lower the overall budget from $503,071 to $447,862 and a 12th funding request as presented. Then, the Council approved a resolution approving and adopting the personnel policy, with some of the main highlights included installing the Family and Medical Leave Act and random drug testing for any city employee for either reasonable suspicion or after an incident. 

Additionally, the Council approved an animal shelter quarantine policy as presented, a resolution selecting Studio Melee for conceptual design services for the library expansion project for $4 million, along with hiring Ray Wampler as a street department employee with a $25.50 hourly wage, effective September 8th, and they heard an annual update from Thomas Jefferson Gardens of Greene County.

Then during reports, City Administrator Scott Peterson explained a previous agenda item that was tabled. He said the item was to borrow $1.8 million from the Water Plant construction account, so that debt could be incurred for projects that were identified in the Urban Renewal Plan, which would then be reimbursed from tax increment financing over five years. He pointed out that this was one legal way that TIF could be used without having to pay for interest and an issuance charge if they went the bond route. 

Some of the uses for the $1.8 million that was noted by Peterson included, the forgivable loan to Chris Deal for the former middle school/apartment conversion project, as well as funding Jefferson Matters and Greene County Development Corporation, city administration, and leftover funds to do other projects within the Urban Renewal Plan.
