The City of Jefferson wants to make the public aware of a major road overlay asphalt project to take effect later this year.

At last week’s city council meeting, the council approved preliminary plans for an asphalt overlay project on Washington Street from Vine Street to Locust Street and Locust Street from Washington Street to Lincolnway Street.

Jefferson City Administrator Mike Palmer says that these two streets have drainage issues and there’s a crown at the intersection making it difficult to remove snow and ice during the winter season.  He points out that since one of those streets contains the fire department, he felt that it would be the next asphalt road construction project to focus on.

Palmer explains how the asphalt overlay process works.

“We we’ve done in the past is we will come in and we’ll grine those streets down, take anywhere from 3-12 inches of existing pavement off.  (We will) replace broken curb and gutter and fix any soft spots, fix and water line problems we have in that area.  And then it’ll be a two-inch asphalt overlay on it.  And again, that’s paid for by local option sales tax that we’ve accumulated over the years.”

Currently, the city has sent out notices to potential bidders for the project.  City Engineer John Milligan set a late start date of October 31st which means that is the last day that this project can start by.  Palmer comments that it can start earlier than that, but it all depends on what the winning bidder decides.  That decision will be made at the next council meeting on March 26th.

Once construction begins, the roads will still be passable and the inconvenience to its citizen will last two to three weeks.
