Final HyVee MapThe Jefferson City Council recently approved all no parking zones and stop sign locations around HyVee.

The Council passed the first reading for the no parking ordinance at their March 24th meeting.  At April 14th meeting, the Council tabled the second reading due to some issues that some Council members had.  It was suggested that the issue go back to the Streets Committee to further look at where no parking should be allowed.

The original proposal had no parking all the way around HyVee.  When the committee looked at the site, they determined that because Vine Street was wider than Wilson Avenue, parking would be allowed on the west side of Vine Street.  All other no parking around HyVee including the north side of Adams Street at the intersection with Vine Street and the south side of Reed Street at the intersection with Vine Street was part of the final recommendation.  City Administrator Mike Palmer talks about where residents can have limited parking for those that aren’t allowed to park on the street around HyVee.

“HyVee was very cooperative too, they said if people needed additional parking, like say they have company come over or a party at their house, on a very short term basis, that they wouldn’t have any problem at all if people wanted to park in their (HyVee’s parking) lot.”

The Council waived the third reading for the ordinance and adopted it at Tuesday night’s meeting.

As for the stop sign locations, the Council approved a four-way stop at the intersection of Reed Street and Wilson Avenue, a two-way stop at the intersection of Reed and Vine streets and one stop sign would be placed on Adams Street for eastbound traffic to HyVee and another one on Adams Street from HyVee for westbound traffic.  Palmer explains why there’s only a two-way stop at Reed and Vine streets.

“They just felt that at this time that because it’s a little wider street (Vine), it gives better vision (at the intersection) that they’ll just do a two-way (stop sign) for now and keep it more of a through-way in with Vine Street.  Again, after they’ve studied it, they made it clear that if it needs to be a four-way (stop sign) then they can go that direction.”

Palmer points out that once the ordinance is published and they order the stop signs, no parking signs and poles, the street department will install them.
