The Dallas County Board of Supervisors met in regular session Tuesday.
At the meeting, the Board approved payroll change notices for the attorney’s office, roads department and emergency medical services department. The health plan renewal that was scheduled for discussion and possible action has been postponed until a future meeting.
A Suburban Emergency Response Team (SERT) 28E agreement was then approved. The only change to the mutual aid agreement is that Waukee has been added, effective July 1st. The SERT is a team of specialized persons, typically law enforcement personnel, who help with various situations as needed in each community involved in the agreement.
A contractor agreement for drainage district six was then approved. As previously reported, the Board approved a bid from Cole Construction Company in the amount of $565,251 at a previous meeting.
The Board then approved a pavement markings contractor agreement with Quality Striping Inc in the amount of $482,345. The County received a safety grant that will cover $409,110 of the total cost, with the remainder coming from the the farm to market funds. Quality Striping will be using a mill-in method to paint the edge and center lines. This is expected to last three times longer than regular paint, reflect better in the dark and during wet conditions and save money in the future. Engineer Jim George says this is the same company that has done the street painting in Dallas County for the last several years and they do a good job.
Next the Supervisors approved an amendment to the Electronic Transactions Clearinghouse 28E agreement and approved copier purchase for the elections and motor vehicle departments. These come at a cost of $5,427 each and will be purchased from Midwest Office Technologies.
The fiscal year 2014-2015 budget amendment and appropriations was then approved after a public hearing. Operations Administrator Connie Kinnard said she spoke with Conservation Director Mike Wallace after the Board expressed concern at a previous meeting, she said they will be working together in the next fiscal year. She also stated that the mental health department is struggling and this will help them with some bills before the year end. The amendment will not result in any increase in taxes.
Then the Supervisors approved an installation agreement with MidAmerican Energy for a transformer at the human services campus. The cost to the County is $3,428.
Board Chairman Brad Golightly then talked about the recent Central Iowa Regional Planning and Transportation Alliance (CIRPTA) meeting he attended and a matter that needed to be brought before the Board. He said CIRPTA is looking to create an Economic Development District (EDD). Golightly plans to speak with Dallas County Development Alliance President Butch Niebuhr and Executive Director Linda Wunch about the issue.
