The Dallas County Board of Supervisors convened Tuesday morning in regular session.
The majority of the meeting focused on the new law enforcement center, in particular the sewer options for the facility. The Board has been considering options including expansion of the current lagoon system or hooking into the proposed Adel sewer expansion. The City is moving forward in good faith that they will be approved for at least one of the grants they’ve applied for to pay for the project.
After much discussion on the costs associated with helping to kick start the sewer extension, the Supervisors agreed to accept Adel’s proposal of offering $600,000 they would have otherwise spent on the lagoon expansion, as well as an estimated $359,170 to cover connection costs of the lagoon’s current users. However, the agreement is contingent on the County and City successfully negotiating a 28E agreement to recoup some of the connection costs. As additional motivation for the agreement, Adel has promised to waive the connection fee for the law enforcement center, which was estimated to be $243,250.
The Board also approved several other resolutions relating to the law enforcement center and the bond issuance options, including: the authorization of a loan agreement and issuance not to exceed $6 million in general obligation refunding capital loan notes; electronic bidding procedures and an official statement of general obligation capital loan notes; preliminary official statements with Northland Securities; and letters of communication with financial consultants, Piper Jaffrey.
The meeting concluded with a short departmental workshop with the Sheriff’s Office.
