The Adel City Council convened Tuesday evening in regular session, and the Council Chambers overflowed to the hall because so many residents showed up for the meeting.
Most in the audience were there to weigh in on the public hearing regarding a rezoning request by Peak Development for the Brickyard Summit neighborhood. Peak had submitted a request to rezone the area off North 15th Street from R-3 (single family low density), to R-1 (single family high density). Peak representatives made their case to the Council, followed by members of the public who opposed the rezone. Additionally, the planning and zoning committee had already declined the request twice. Following the hearing, the Council denied the request.
There were also two other public hearings, the first for a loan agreement and the issuance of $16.6 million in water revenue capital loan notes. The second related to a storm water rate appeal. Following the hearings, the Council approved the loan agreement, but declined the rate appeal. Next, the Council approved the recommendations of the water and sewer committee for deduct meters for City sewer customers in Xenia Rural Water territory. City Attorney Kristine Stone will bring ordinance revisions and policy recommendations at a later meeting.
Other items approved included: the second reading of a rezoning request for the Southbridge Planned Urban Development (PUD) from agricultural; setting a public hearing on the future land use update from Confluence for September 11th, as well as an on-call agreement and updates to the 2009 Comprehensive Plan through the firm; opening negotiations between the City and a resident for a right-of-way purchase; an agreement with McClure Engineering for resurfacing projects; and several appointments, agreements, contract amendments, easements, budget transfers, change orders, and pay requests.
The meeting concluded with a closed session to discuss purchase of real estate.
