Thursday, July 2nd

6:28am: Fareway advised of an Abandoned bicycle at 1207 North Elm Street. They also advised of a large dog getting into their dumpster overnights and dragging garbage out to the ground. The officers are aware of the dog but have not been able to get close to it before it runs away. They are working to figure out who owns the animal and the bicycle was placed in Impound.

9:21am: Sara Gliem reported a Careless Driver on 237th Street, heading west towards Jefferson. The officer located the vehicle as it entered the city and performed a Traffic Stop. The officer spoke to the driver about the reported driving infractions.

8:48am: Lynette Hartman requested a Welfare Check on her adult son at 800 West Lincoln Way Street. The officer made contact with the subject and spoke to him. No action was required by the officer.

10:00am: An officer investigated a Backing Accident in the 100 Block of East Monroe Street. A 2015 Dodge Caravan owned and operated by Tasheena Sebourne of Jefferson was backing from a parking spot and backed into a passing vehicle. The 2017 Chevrolet Tahoe was owned by the Greene County Sheriff’s Office and operated by Cole Crowder of Jefferson. The Sebourne vehicle had a reported $800.00 in damages, while the Sheriff’s Office vehicle had a reported $1000.00 in damages. Sebourne was cited for, “Unsafe Backing.

10:34am: The GCMC ER advised of an Unruly female patient that was asked to leave the facility but refused to leave. The officer transported the female to a local business to await a ride from a family member.

11:55am: The Cobble Stone Hotel advised of possible drug paraphernalia being located in a room. The items were disposed of.

1:58pm: Jenn Ashby reported two of her cats had been attacked by something at 108 East Central Ave. #66. She provided the officer with information that she believed to be connected to her injured cats. The officer is investigating.

3:00pm: Devin Burgart spoke to an officer concerning a Civil Child Custody Issue occurring at 708 South Elm Street.

3:08pm: Marisa Lehnoff reported a vehicle running stop signs in the 400 Block of East Russell Street. The officer did not locate the reported vehicle.

6:21pm: Marlene Anderson requested a Welfare Check on two subjects at 108 East Central Ave. #66. She had received a message stating the two were dying. The officer made contact with the couple, who advised they were fine and claimed not to know Anderson.

Friday, July 3rd

6:25am: Jerry Mills reported a couple fighting in his yard at 508 West State Street. The two left n a vehicle and had left the bike and personal property in his yard. The officer located an ID Card in the belongings and went to 209 West Russell Street and made contact with the couple. The

female advised she had been assaulted by the male with Brass Knuckles and he had brandished a knife in the assault. The officers located the Brass Knuckles in the residence. The female was taken to ER for multiple injuries. Justin Michael Cosnotti, 35 of Jefferson was arrested by officers and charged with, Domestic Abuse Assault 3rd or Subsequent Offense – D Felony, Willful Injury Causing Serious Injury – C Felony, 1st Degree Harassment – Aggravated, and Child Endangerment – Aggravated. Officers typed up a Search Warrant and executed it at the residence a short time later. During the Search Warrant officers seized marijuana, methamphetamine, heroin, marijuana, prescription medications and a large amount of drug paraphernalia. The reported knife used in the assault was also recovered. Additional charges were added for Cosnotti for, “Possession of Controlled Substance 1 st offense/Heroin – Serious, “Possession of Controlled Substance/Meth – Serious, and False Imprisonment – Serious.

10:26am: The Wild Rose Casino reported an Intoxicated Male they had refused entry was sitting near his vehicle at 777 Wild Rose Lane. The officer spoke to the subject and learned he was waiting for a ride to show up and take him home. He agreed to leave the keys for his vehicle at the casino to be picked up by his ride when they arrive.

10:39am: Suzie Mathers reported a vehicle driving past her residence at 508 North Maple Street, yelling obscenities at her adult daughter. Officers were unable to respond due to the earlier reported Search Warrant.

5:27pm: The Super 8 Motel advised of a female in the office area yelling obscenities wanting to speak with a male staying in a room. She had broken the safety glass out of the Fire Extinguisher in the lobby area. The female had left before the officer’s arrival.

6:17pm: The Super 8 called and advised the female had driven back to the Motel and was screaming again. The officers arrived and spoke to the female. The officer’s investigation led to the arrest of Kayli Jayde Elsberry, 22 of Boone for, “OWI 1st Offense – Serious and Criminal Mischief 5th Degree – Simple.

8:26pm: An officer performed a Traffic Stop in the 200 Block of South Vine with a speeding vehicle. The officer’s investigation led to the arrest of Brendan Robert James, 20 of Bouton for, OWI 1st Offense – Serious, Excessive Speed – Simple, Fail to Provide Proof of Financial Liability – Simple, Fail to Have A Valid License – Simple, and Possession of Alcohol by Underage Person – Simple.”

Saturday, July 4th

8:44am: Jenn Ashby reported a neighbor has been shooting her cats with a BB Gun at 108 East Central Ave. The officer spoke to the subject and advised him he can not discharge the bb gun in the city limits. Ashby was advised to keep her cats on her property.

11:59am: Glenn Childs reported an Open Door on a construction trailer at 100 Ram Drive. The officer secured the trailer.

3:44pm: A Traffic Stop at 220th and Oakland Ave. resulted in Nicolas Olerich of Boone being cited for, “Excessive Speed.”

5:47pm: Mallory Dillavou spoke with an officer about a Civil Child Custody Issue occurring at 402 North Pinet Street.

8:13pm: Steve Dzuris reported a female leaving 104 East Monroe with several unsecured children inside the vehicle.

9:04pm: An officer witnessed a female hiding behind a garbage can at 701 Wild Rose Lane. He spoke with the female about the suspicious behavior and learned she was showing signs of intoxication. The officer learned she had a room at the Motel and advised her to return to her room or face Public Intoxication charges.

10:23pm: An officer investigated a Backing Accident at 777 Wild Rose Lane. A 2006 Chevy Silverado, owned and operated by Timothy Johnson of Jefferson, backed into a vehicle while backing out of a parking spot. The 2017 Ford F150 was owned by Marc Walker of Jefferson. The Walker vehicle had a reported $300.00 in paint damages, while the Johnson vehicle was undamaged.

10:45pm: An officer performed a Traffic Stop near 220th and Pioneer Ave. with a vehicle which had crossed the centerline of the highway. During the stop, the officer detected the odor of marijuana coming from the vehicle. During a Probable Cause Search of the vehicle the officer located a smoking device, a cigar containing marijuana and marijuana edible gummies. The items were seized for lab testing with future charges pending results.

11:00pm: Mark Cranston reported fireworks near Cedar and Park Streets. The officer did not locate any in the area.

11:05pm: A caller advised of fireworks being set off in the 600 Block of South Locust Street. The officer did not locate any in the area.

11:19pm: Peggy Smits reported fireworks being set off in the 300 Block of North Maple Street. The officer spoke to group in the area and advised them fireworks are illegal in Jefferson. The advised they would cease setting them off.

Sunday, July 5th

12:01pm: John Hupp advised of fireworks being set off near the Jefferson Swimming Pool in the 700 Block of South Maple Street. The officer did not locate any in the area.

1:02am: An officer located an Open Business Door at 300 North Elm Street. The manager was contacted to secure the business.

1:00am: Sean Sebourn reported fireworks going off in the 300 Block of East Madison Street. The officer located a group and advised them the fireworks were illegal and they advised they would not set any more off.

8:37am: Steve Coil advised of a dead cat in the roadway in the 500 Block of West Washington Street. The officer took the cat to the vet clinic for disposal.

11:10am: The Wild Rose Casino reported a vehicle parked in a Handicap spot without credentials displayed. While to officer was inside looking for the driver, the vehicle left the parking lot.

12:28pm: A caller advised of two dogs running freely near the Jefferson Little League Complex. The officer spoke to the animal’s owner and advised he would be ticketed in the future if his dogs leave his property.

1:55pm: A Traffic Stop near Harrison and Locust Streets resulted in Jinny Venteicher of Jefferson being cited for, “Operation without Registration.”

5:49pm: The A&W requested an officer at 300 North Elm Street for an Unruly Customer refusing to leave. The officer spoke to the male subject, who left on his own free will.

10:19pm: An officer performed a Traffic Stop near Elm and 220th Street with a vehicle crossing the centerline. The officer learned the vehicle had several juveniles in it and the City of Jefferson Curfew was at 2230 hours. He contacted parents to come to the scene and collect the juveniles instead of issuing citations.

10:26pm: Allison Powell advised of a Domestic Situation occurring at 901 West State Street between occupants of the apartment building. The officer made contact with the couple, who advised of a Verbal Argument that had now ended. No action was taken by the officer.
