The Jefferson City Council met Tuesday night in regular session.

The main discussion that took place was on a potential policy for feral and stray cats. Representatives from the Animal Rescue League, Boone Humane Society and Animals for Protection and Education Agency, along with five other residents spoke in favor of doing a citywide trap-neuter-release program. Mayor Matt Gordon added the City was advocating for the humane treatment of cats. Following the discussion, the issue will return to the cat committee for further review.

The Council also took action following three public hearings. The Council awarded a $38,200 contract to Caliber Concrete in Adair to repave the north alleyway on the downtown square for an Arch Alley project with Jefferson Matters: Main Street. The Council also approved the first reading and waived the second and third readings to amend an ordinance to allow for upper story dwelling units to be used. Finally, the Council held a public hearing in regards to a grant application for upper story apartments through the Iowa Economic Development Authority. 

Other items the Council approved included the first reading of a noise control ordinance, a variance for Alliant Energy to keep a telecommunication tower following utility company vacating its building in Jefferson, a $30,000 Coronavirus Aid, Relief, and Economic Security Acts from the Federal Aviation Administration and a monthly service contract with Computer Concepts for $310 for the City Hall computers. Additionally, the Council approved two well repair amounts not to exceed $35,000 and $40,000, as well as two work orders for the airport runway project for engineering services with Bolton and Menk for a total of $46,100 and set a public hearing for July 28th to consider selling 200 East State Street.
