A bill is being debated to try and fix what one Iowa lawmaker calls a “broken system.”

District 24 Senator Jesse Green says they passed a “bottle bill” and are waiting to see what the House does with their legislation. Green points out that their bill addresses what he believes is a transparency issue and makes it more attractive for people to utilize redemption centers and not grocery stores.

“The Senate bill what it does is it doubles the handling fee and the redemption centers will be able to keep the scrap, which is worth sometimes anywhere from a half a penny to a penny. This targets part of what the current bill is broken and that there’s not enough profit for redemption centers to continue.”

Green notes the bill also allows grocery stores to opt out of handling redeemable cans and bottles. He believes this legislation is good for all of Iowa.

“I like to remind my conservative colleagues that feel that this is a tax that of all the bills that we pass through in the chamber, how many bills really reward good behavior? And this is one bill that is plain as day that it rewards good behavior. So I encourage my conservative colleagues to support this bill.”

Green says the bill would need to be eligible to the full House to survive the second funnel week this week. In order to survive the second funnel week, a bill must have passed its originated chamber and get through a committee in the opposite chamber.
