
The Greene County Board of Supervisors met Monday in regular session.
During open forum, a county resident asked the Board to consider options when it comes to selecting a county inspector for the proposed construction of the carbon dioxide pipeline with Summit Carbon Solutions. The resident told the Board that ISG was the inspector for the Dakota Access Pipeline that went through parts of Iowa and mentioned several landowners across the state were unhappy with their services with ISG.
County Engineer Wade Weiss then shared a cost estimate of $2,300 to repair the courthouse roof due to damage from crows. Later in the meeting, the Board approved the estimate as part of the bills that were paid.
Next, County Attorney Thomas Laehn gave an update on the statewide opioid litigation settlement. He attended a meeting remotely with the Attorney General’s office and had a concern about the settlement money only being used for 15 pre-approved items for every county. He said he and a few other department heads will review the items and see if they can utilize their allotted funds.
The Board then approved the Supervisor District map as recommended by the County Temporary Redistricting Commission as presented, a 28E agreement with Elderbridge Agency of Aging, based on the recommendations by the State Auditor’s office for non-profits that use county property tax money; the Sheriff’s Quarterly Report of Fees for July through September of $52,969 and the County Treasurer’s Quarterly Investment Report for July through September as presented.
The Board also held a discussion with a representative with ISG about the county inspection responsibilities for the construction of the carbon dioxide pipeline. ISG would be hired by the county and any expenses would be reimbursed by Summit Carbon Solutions. Louis Dreyfus in Grand Junction would participate in the program that captures carbon dioxide emissions via a pipeline, which is then taken to North Dakota where it would be stored one mile underground.
ISG would have an inspector on site throughout the duration of the construction and concerned with land impact study, adhering to state and local codes and following through with landowner agreements. The Board took no action following the discussion.
They also hired Michael Silbaugh as an equipment three operator for the secondary roads department with a $22.81 hourly wage to begin November 8th. Finally, the Board approved health insurance premium recommendations from Group Benefit Partners as presented.
