
The Jefferson City Council met Tuesday night in regular session.
The meeting with two people speaking in open forum. Resident Jim North read a prepared statement from Allison Drury. In the statement, Drury noted she couldn’t be at the meeting because she was forced to move out of town due to her dog being deemed a “vicious animal.” She referenced the previous city council meeting claiming her dog was wrongfully accused of biting a child. However, before North could finish the statement, Mayor Matt Gordon stopped him because he reached his allotted time limit to speak in open forum. Council member Darren Jackson commented and said he reviewed the body camera footage from the police officer and thought the officer did his due diligence.
The next resident to address the Council in open forum was Allison’s dad. Mayor Gordon also stopped him when he used vulgar language when he was speaking.
Next, the Council heard an update from Kading CEO Karie Ramsey about a proposed housing development in the Greene County Development Corporation East Business Park. She said they are looking to do various different rental housing units which will be market rate and match an individual’s paycheck of about 30-percent of their income. She added the next steps are to continue to develop renderings of the project and negotiate building an access road to their property. The Council approved endorsing the project to move forward.
The Council then approved the third and final reading to amend an ordinance for building permit fees to match anytime there is an update from the International Residential Code. They also approved a $70,000, ten year forgivable loan to Greene Bean Coffee to replace a roof, upper story windows and frontage glass, the seventh pay estimate to Shank Constructors of $537,584 for the Wastewater Treatment Plant improvement project, and set a public hearing for September 26th at 5:30pm to update the city’s flood plain ordinance.
Finally, the Council approved to move forward with the planning and zoning commission to draft ordinance changes for several zoning regulations with parking for campers, recreational vehicles, boats and trailers; zero lot lines, front yard setback for infill lots, and fencing regulations.
