
The Dallas County Board of Supervisors met Tuesday in regular session.
During the administration building update, the Board approved the seventh pay application of over $2 million. A public hearing was then held about the current fiscal year budget amendment. It was mentioned that a little over $32 million was being added to the budget, which would put it over $101 million. Financial Director Rob Tietz said most of the increase was from set aside capital project funds of over $18 million that were already planned for and are mostly being used on the administration building project, as well as $13 million from the federal government covid relief money from the American Rescue Plan Act (ARPA) funds. The Board then approved the amendment following the hearing.
The Board decided to table the River Oaks Phase 2 design engineering services agreement, pending the review from the county attorney’s office. They did approve the third and final reading to amend an ordinance to Chapter 9 for records retention as presented, as well as the second reading and waived the third reading to amend another ordinance for Chapter 45 for C2 commercial zoning as presented.
The Board also approved a resolution for Paladin Properties to purchase 0.71 acres of wetland credits, at the per acre rate of $64,000, for a total of $45,440. This will allow Paladin Properties to move ahead with receiving their permit for the final plats in the area for construction in Urbandale, including a new elementary school. Dallas County Conservation Director Mike Wallace told the Board that the county had 19.02 wetland credits remaining before the purchase by Paladin.
The Board then held a court space workshop with representatives from the county attorney’s office, Dallas County Sheriff’s Office, the Clerk of Court, Iowa Division of Criminal Investigation and architect firm Farnsworth Group. The workshop included two options, both would involve renovating the current courthouse into additional court space once the administration building was complete and the county treasurer’s and recorder’s offices were vacated. The other part for both options included building a separate criminal court annex building near the sheriff’s office. No formal action was taken after the workshop.
