The Jefferson City Council met Tuesday night in regular session.

During open forum, resident Bryan Hellums brought up concerns from a previous council meeting about the audience not hearing the council members and city staff during the meeting and not finding the city council agenda on the city’s website. City Administrator Scott Peterson reported that the agenda issue on the website has been fixed. As for the sound issue, Peterson said a speaker will be used at the next council meeting. 

Resident Denny Lauter also addressed the council in open forum about the proposed Kading Properties rental housing project in Greene County Development Corporation East Business Park. He urged the council members who are also members of GCDC to vote how their constituents want them to vote and not the interests of GCDC. The Council did not reply following Lautner’s comments.

The Council then approved the third and final readings to amend several ordinances including the customer paying for time and materials for water service line installations of larger than one inch, zero lot line zoning, and front yard setback for infill lots. They also approved the second reading to amend other ordinances including increasing water rates to five percent, responsibilities of downtown sidewalk maintenance and replacement as presented, and waiving the review of plat of surveys for Dean and Nancy Rogers and Dayle Erickson. 

Next, the Council approved a resolution accepting the completed project and final payment of $114,000 for the City Hall entrance improvement project, along with release of retainage of $5,733. They also approved the fifth pay estimate to Shank Constructors of $721,938 for the Wastewater Treatment Plant improvement project and the second pay estimate to Jensen Builders of $384,844 for the airport hangar project. The Council then approved the first engineering addendum of the professional services contract for the airport hangar project to go from $163,600 to $194,000. The Council also approved Bolton and Menk for engineering services for the pickleball court project from the Jefferson Parks and Rec Board, as well as a façade grant application of $38,360 to Highland Medical Staffing at 118 East State Street. Finally, the Council approved upgrading the phone system at City Hall, Greene County Community Center, the library, as well as the water and wastewater plants for $200 per drop with TechZone to install the wiring. 

The meeting ended in a closed session for salary negotiations.
