
The Perry City Council met Monday night in regular session.
The meeting started with comments from City Administrator Sven Peterson thanking Mayor John Andorf and Council member Dean Berkland as they served in their final city council meeting. Mayor Andorf commented that he enjoyed seeing all of the positives and how the city moved forward with several projects such as the downtown improvements.
Then under old business, the Council approved a change order of a net decrease of $63,147 for the 2020 Downtown Street and Utility Improvements, followed by a resolution of completion and final acceptance of the project, and the final pay application of $162,035 to the contractor for the final retainage. Next, the Council approved the ninth pay application of $54,178 to Manatts for the second phase of the airport runway relocation project, and the seventh pay application of $303,521 for the third phase of the airport project.
Additionally, the Council approved the second change order of $60,927 for additional items regarding the Pierce Saber Top Mount Pumper for a new fire truck for the fire department, a resolution authorizing the signing and acceptance of a up to $500,000 Community Development Block Grant from the Iowa Economic Development Authority (IEDA) for the Downtown Phase I Improvements for water/sewer. The Council also approved the five year airport capital improvement plan, a resolution for a termination agreement with the city, IEDA and TC&B Wearables as presented, and appointing Public Works Director Josh Wuebker to the Beaver Creek Watershed Management Authority, North Raccoon River Watershed Management Coalition, and the Central Iowa Regional Transportation Planning Alliance.
The Council then approved a resolution authorizing a purchase agreement for $200,000 for the city to acquire property from Wuebker’s Auto Body and Service for storage and cold storage, a resolution with Alliant Energy to use an easement for improvements to underground electric lines as presented, a resolution for tax abatement applications for residential projects for 2023 as presented, and a resolution to adopt the 2 CFR Part 200 Procurement Policies and Procedures. This is because the city receives federal funds so they are required to have this in place.
The Council also appointed Frank Gonzalez to the Board of Adjustment, they also approved a resolution authorizing the sale of a 1991 Ford K74 Heavy Rescue Truck from the fire department and the second reading for an ordinance to vacate a portion of a public right of way on West 5th Street, while also waiving the third reading for final adoption. Finally, the Council set January 15th at 6pm as the public hearing date for the same portion of the right of way on West 5th Street to be sold to the adjourning property owner.
