The Jefferson City Council met Tuesday in regular session.

The Council held a hearing for an appeal about a decision of a dog being deemed “illegal” due to an incident where a dog bit a postal carrier at 400 McKinley Avenue. A dog that is “illegal” is required to be removed from city limits. Following the statements and comments made by the dog owners, Jeff and Paula Paris, and Police Captain Jason Kroeger who covered the incident and Police Chief Mark Clouse, the Council decided to change the classification from “illegal” to “vicious,” meaning the owners are allowed to keep the animal, but under certain requirements and regulations. 

The Council also approved an amendment to an administrative services contract with Region XII Council of Governments for the upper story housing project at The Centennial to keep records for five years for audit reasons. They also approved an updated procurement policy with Region XII and the Community Development Block Grant as presented, an amendment to a grant agreement with the Iowa Economic Development Authority that there would be long term rental agreements for the middle school apartment project should it come to fruition, and a resolution to authorize and approved $1.7 million in general obligation bonds as presented. 

Additionally, the Council approved a $15,776 funding request for the carnival at the Bell Tower Festival, with the money to come from Hotel/Motel Tax revenue, a resolution of support for the festival, amending the Water Tower Plat 2 with specific numbers in the lots for the housing project, the second reading to amend the recycling ordinance, and an agreement with Metro Waste Authority to accept recyclables, except for cardboard, with an $87 per ton fee. The Council set a public hearing for May 28th for the plans and specifications for the pickleball court project and they tabled a resolution to authorize a grant application for the airport to add a jet fueling station, pending better definition of the city’s participation with the local match of the grant.
