The Greene County Board of Supervisors met Monday in regular session,

The majority of the meeting was about two discussion items. The first one was about a letter from the Greene County Board of Supervisors that was sent to the Iowa Utilities Commission about the underground carbon dioxide pipeline from Summit Carbon Solutions in objection to using eminent domain. Resident Chris Henning presented information about the second proposed pipeline from Summit that she says includes a one mile swath in Greene County and impacts eight townships. She said she was one of the impacted landowners and wasn’t notified by Summit until July 28th, even though the preliminary maps were made public this past March. 

Henning urged the Supervisors to resubmit their letter again to the IUC and that there is a public informational meeting with parties that are against the second route to be held at the Jefferson City Hall Council Chambers on Thursday at 7pm. The Board said their stance on not using eminent domain remains the same and so they agreed to resubmit their letter of objection to using eminent domain.

The second discussion item was about creating a county ordinance to protect homeowners and farmsteads by setting a minimum distance beyond the pipeline’s kill zone of a 1,400 feet radius and other safety regulations. Henning said the figure of 1,400 feet was some the Sierra Club and other parties that were against the pipeline project. Supervisor Chair John Muir indicated that the Board will further discuss a possible ordinance.

Then the Board approved the Iowa Communities Assurance Pool (ICAP) renewal for the 2025 fiscal year with changes in deductibles as presented, a retirement resolution for Lisa Tucker that is effective September 6th, an alcohol permit for Cloud Wine at Country Blessing’s Fall Festival and reappointing Karla Janning to the Region XII Council of Governments Regional Housing Authority Board. They also approved to call for an election and placing language on the November 5th General Election ballot to change the revenue purpose statement for the Local Option Sales and Services Tax (LOSST) for unincorporated voters in the county.
