The Greene County Board of Supervisors met in regular session Monday.

The Board held a lengthy discussion about the next steps of the HVAC project for the Greene County Courthouse. A ballot measure failed to pass during the November General Election to change the Local Option Sales and Services Tax (LOSST) to pay for part of installing an HVAC system into the courthouse. The Board discussed several options and learned that they could transfer additional LOSST funds to the General Basic fund to pay for the rest of the HVAC project, coupled with the American Rescue Plan Act (ARPA) funds. The Board agreed to move forward and have the county treasurer look into the local banks to see how financing would work and get a competitive interest rate. 

The Board also approved BMY Capital Markets to sell the $10 million bond with a 3.83 percent interest rate for the county jail project. They also approved Carol Hansen as a Mahanay Maestro, and a resolution to hire Nicolette Thomas as a full time jailer with a $48,000 annual salary with a $1,000 increase once she is certified. They also approved the tax increment financing indebtedness certificate for the 2025 fiscal year as presented.

During reports, County Zoning Official Chuck Wenthold updated the Board that a regulator board in North Dakota approved the underground carbon dioxide capture pipeline route as proposed by Summit Carbon Solutions. He said that another governmental entity would need to approve Summit’s construction permit and the court system in North Dakota would handle it if eminent domain can be used.
