The Greene County Board of Supervisors met Monday in regular session.

During reports, County Environmental Administrator Chuck Wenthold said new officers had been elected for the North Raccoon River Watershed, with the new president being Perry Public Works Director Josh Wuebker. 

The Board then heard an update from Jefferson City Administrator Scott Peterson. He told the Board that the Jefferson Public Library held a meeting last week to go over the results from a readiness study that went over fundraising expectations for an expansion project. He also outlined five goals that were developed by ISU Extension and the Rural Housing Readiness Study. The goals included data gathering of existing structures, creating a non-profit housing entity, developing rental options, rehabilitating existing housing, and land development and incentives. Peterson also mentioned improving communication between the county and city when it comes to property assessment changes. He said when the property assessment had changed with Wild Rose Casino and Resort, that impacted the city’s overall budget for next fiscal year, but there was no communication from the county to the city about those changes. The Board agreed to communicate with the city regarding topics like that.

The Board held a follow up discussion about the county jail project. Supervisor Vice Chair Dawn Rudolph was absent last week when the topic was discussed. Following Monday’s conversation, the Board agreed to move forward with the jail project, with a decision to be made at this Thursday’s Supervisors meeting about which route to take, either the base bid was a total of $10,954,488 and the alternate with a heated sally port and two additional cells was $11,367,290. The Board also discussed the HVAC project for the Greene County Courthouse, and they said that they will look into the funding to see what parts or if the whole project can still happen.

The Board then heard 2026 fiscal year budget presentations from the county conservation board, the entity board for the law enforcement center, medical examiner, emergency management and reviewed the request that the Greene County Libraries Association presented in December. No action was taken following the reviews. The Board also approved a resolution to transfer over $30,000 from the American Rescue Plan Act funds to the general basic funds for design expenses on the HVAC project.
