
The Greene County Board of Supervisors met Monday in regular session.
During reports, County Attorney Thomas Laehn talked about an easement purchase option that was submitted to the Greene County Conservation Department from Summit Carbon Solutions. He explained that Summit wanted to purchase an easement that crosses the Raccoon River Valley Trail for $457. He advised the Board that one of his main concerns was if the Board wanted to sell the property to someone else, they would need to get permission from Summit to do so. No formal action was taken by the Board.
Then, the Board approved a Louis Dreyfus funding request from Alyssa Juergensen and the Churdan shelter house project. She said the total cost to demolish and rebuild the shelter house was about $125,000 and they had $10,700 left to raise. With the funds that they had, Jeuergensen mentioned that the project would begin April 30th with demolition. The Board approved to give $2,500 in Louis Dreyfus funding this upcoming fiscal year and $2,500 the following fiscal year, or if there were funds left over near the end of the 2026 fiscal year, they would give the rest then.
The Board also approved a resolution for the 2026 fiscal year elected officials’ salaries and then held a public hearing on the 2026 fiscal year county budget. Receiving no public comment, the Board approved the resolution to adopt the budget with an overall tax levy of $9.94 per $1,000 of property valuation, which includes the general basic levy of $3.48 and the rural basic levy of $2.99. Next, the Board approved two resolutions for the allocation of opioid settlement funds of $16,300 to Midwest Wellness and Recovery and $34,714 to the Greene County Peace Officers Association.
The Board then held a discussion to consider establishing a public sex act ordinance. The Greene County Sheriff’s Office has had several calls to one area of the county where people have complained about a sex act taking place. County Attorney Thomas Laehn said that one of the main points of the ordinance pertains to those sex acts that are done in the view from a public place and are done with the sexual motive or done in a covered area. Following the discussion, the Board agreed to move forward with the process to establish the ordinance.
Finally, the Board approved two resolutions, including the appointment of UMB Bank in West Des Moines as the paying and transfer agent and to authorize the loan agreement to issue the $11.5 million of general obligation urban renewal capital loan notes.
