The Stuart City Council met in regular session Monday night.

The Council approved a letter of support to be presented to the Adair County Transfer Station Board after they heard from Stuart Town Clean-Up Organizer Bob Cook, who shared that the 2025 event had been the largest one in its history, having been held seven of the last eight years. He also shared that they had collected 20.55 tons of garbage, 9.2 tons of which was metal.

The Council also approved a fundraiser for the West Central Valley High School Spanish class to be held at the intersection of White Pole Road and Division Street, and all items regarding a MidAmerican Energy wind farm operations/management site to be built on the southwest corner of town near Wassau. The items nested under this topic included the final plat, waiver requests for sidewalk and barbed wire fence, the facility site plan, sewer improvements and a sanitary sewer easement.

The Council then approved a request to paint the exterior of the building at 112 North Division Street, as the new business owners were wanting the building to follow the same color scheme of others they own. The Council approved a pay increase for lifeguards at the Stuart Aquatic Center, the yearly contribution to Tri-Center Association, and to separate the land holding the retention pond on lot 33 of the Wambold Phase Three project from the lot, in hopes to sell lot 33. In the same motion, they also approved reviewing the sale/development status of three other lots with retention ponds on a yearly basis to see if this step would be needed later on as well.

The Council also approved a maintenance plan submitted by Public Works Director Jim Henderson for a platted street north of 818 North Main Street, a 2024-25 budget amendment, the final pay estimate for the 2023 Sanitary Sewer System Improvements project to Visu-Sewer for $2,826.25, and accepted the project, and agreed to release the retainer fee contingent on Visu-Sewer fixing two issues that had been noticed by Veenstra and Kimm Engineer Forrest Aldrich. The Council also approved two sidewalk waivers and a crosswalk in the Wambold Phase Three development area, while requiring a sidewalk at one suggested location and forgoing it at another.

The Council tabled decisions on city employee wages for 2025-26, and a Tax Increment Financing request from Duncan Construction, before approving the second reading of an ordinance amending the city code of ordinances regarding Agricultural-Commercial zoning districts.
