The Perry City Council met in regular session on Monday.

The council held a public hearing on the proposed expansion of the Perry Urban Renewal Area for adding two parcels on a property within the Industrial Park for incoming company JBS USA, who will be building a facility sometime in 2026. After closing the public hearing, the council then accepted a resolution to declare necessity an Urban Renewal Area, pursuant to section 403.4 code of Iowa to adopt the amendment.

Other items on the agenda that were approved included a local match of $1,943,590 and submission of a RISE Grant for improvements to Soumas Avenue in relation to A.D.R. Axles and JBS USA, then two pay applications for the Runway 14/32 Relocation phases two and three for the Perry Municipal Airport in a total amount of $199,078.23, and a pay application for the Wastewater Treatment Facility Improvements for $134,751.95 to Woodruff Construction, estimating $25,884.10 for new work completed and $108,907.85 of retainage release.

Additional items on the agenda included setting a date of meeting to accept the development agreements with A.D.R. Axles, JBS USA, and M and R Properties Iowa, LLC for September 2nd at 6pm, and then to set a public hearing for a nuisance abatement on September 15th.

The council adopted two ordinances. The first one pertained to an ordinance amending the code for chapter 116 for the Municipal Airport, with a second and third reading passed as the first reading took place during the council’s August 4th meeting. The second ordinance was to provide the division of taxes levied on taxable property in the August addition to the Perry Urban Renewal Area, pursuant to section 403.19 of the code of Iowa for A.D.R. Axles and JBS USA. That amendment saw the council hold and pass the first, second and third readings.
