The Perry City Council met in regular session on Tuesday.

The council held three public hearings on proposed development agreements with JBS Prepared Foods Incorporated, A.D.R. Axles USA, and M&R Properties Iowa LLC to authorize the annual appropriation of tax increment payments. After discussion, the council decided to table the agreement with A.D.R. Axles USA to work through finalizing details after Italy, where the company is based, gave their employees some time off. The agreement will be picked back up at the next meeting on September 15th.

However, the council approved a resolution for a development agreement with M&R Properties Iowa LLC to authorize annual appropriation tax increment payments and pledging certain tax increment revenues to the payment of the agreement not to exceed $200,000, and a resolution for the development agreement with JBS Prepared Foods Incorporated to authorize annual appropriation tax increment payments and pledging certain tax increment revenues to the payment not to exceed $10 million, which includes a City Infrastructure Project.

Other items on the agenda that were approved included an economic development assistance contract between JBS USA Food Company, the City of Perry, and Iowa Economic Development Authority to give consent to Perry Mayor Dirk Cavanaugh to sign the Iowa Economic Development Authority contract number, and a resolution for an amendment to the RISE Grant application for a total of $5.2 million and authorizing an additional local match for $863,796. 

Additional items that were approved included a resolution for a grant agreement from the Federal Aviation Administration for the Parallel Taxiway Reconstruction Improvements Project at the Perry Municipal Airport in the amount of $3.5 million, a resolution for another extension to the currently extended employment agreement with Perry City Administrator Sven Peterson until September 16th, 2025, and a resolution to set a time and date for a Safety/Employee Appreciation Day for October 29th from 10:30am until 1:30pm at the American Legion Hall in Perry.
