The Jefferson City Council met in regular session on Tuesday.

The Council approved a resolution for a purchase policy. Some of the guidelines include purchasing items that are under $2,500 can be approved by department heads only if those purchases are with budgetary items. Any items between $2,500 and $25,000 must have two quotes and any item above $25,000 must have city council approval.

The Council also approved a resolution to hire Hannah Curtis as the utility billing clerk with an hourly wage of $17.54, as well as approving the 31st pay estimate of $6,997 for the Wastewater Treatment Plant improvement project. 

During reports, City Administrator Scott Peterson said they are working with a business and the Iowa Department of Transportation on a traffic study of the Highway 30 corridor. He stated that this was a requirement to identify possible access roads. Peterson added that Greene County Development Corporation and the business were paying for most of the study; the city agreed to pay the final $2,700 because the city requested the study reach two miles on either side of Highway 30 beyond city limits and two miles north on Highway 4. 

Peterson also mentioned that Kyle DeMoss has resigned as water superintendent and while they work to fill the position, the city is working with the Iowa Department of Natural Resources on a possible solution for the interim, including hiring a contractor because of the requirement of having a grade III operator as the water superintendent. 

GCDC Executive Director Greg Piklapp talked about how some Greene County High School students took tours of Power Lift and American Athletic Incorporated during National Manufacturing Day on October 3rd. 

Finally, Police Chief Mark Clouse announced that officer Zach Barden was promoted to sergeant, following consideration of three applicants. Clouse added that the department has been without a sergeant since the departure of Jeremy Behrens three years ago.
