
The Panora City Council met in regular session Monday night.
The Council set a public hearing on the proposed expansion of the Central Panora Urban Renewal Area for December 8th, and approved a resolution to declare the necessity and establish an Urban Renewal Area, and authorize the internal advances for funding of urban renewal projects. They also set a public hearing on a proposed amendment to the revitalization plan for the Panora Urban Revitalization area.
The Council then approved the second reading of the ordinance to adopt the 2025 City of Panora Code of Ordinances, the fiscal year 2024-25 Annual Urban Renewal report, and to obligate funds from the Urban Renewal Tax Revenue Fund for appropriation to the payment of annual appropriation tax increment financed obligations in the next fiscal year. They also approved the fiscal year 2025 annual financial report and street financial report.
The Council also approved the intergovernmental transfer of public funds agreement between the Iowa Department of Human Services (IDHS) and Panora Emergency Medical Services, along with a provider participation agreement with IDHS, Independent Medical Examination and Ground Emergency Medical Transportation for an uncompensated cost prospective program. The final items approved included a recommendation for the planning and zoning commission in regards to sidewalk sales in the business commercial and historic business commercial districts, and giving written consent to discharge a firearm inside city limits on AG zoned property owned by Ethan Boyer for the purpose of hunting Canada geese for Joey Dyer.
