Dallas County is preparing to begin construction on the new law enforcement center in earnest, but another hurdle was recently placed in the path.
Ball Team Construction out of Urbandale has threatened an injunction against the Board of Supervisors due to faults they claimed in the bid process. The Ball Team submitted a single, comprehensive bid of $17,234,750 for construction of the facility. Their bid was rejected in favor of accepting individual bids for the 14 bid packages, totalling $16,816,388. However, Ball Team CEO Rick Ball alleged foul play due to the fact there were no initial bids received for the structural steel, which would require the package to be rebid. He vehemently opposed rebidding the package as a breach in the original bid process, and promised if the County went down that road there would be a lawsuit filed.
The threat of litigation swayed Supervisor Kim Chapman but not the other two members, as they approved the individual low bids and agreed to rebid the structural steel work. In response, on January 4th the Ball Team officially filed their grievance. Since then, the Board has held multiple closed sessions to discuss the pending litigation with their lawyers and County Attorney Wayne Reisetter. The Supervisors have maintained throughout the drama that they are acting in the County’s best interest in finding the best prices possible. At the moment the project is both ahead of schedule and under budget, but it’s currently unknown if the injunction will hold it up in any way.
