A long-awaited study by engineering firm Bolton and Menk was presented at the final Jefferson City Council meeting for 2025 in December.
City Administrator Scott Peterson says the report examined three portions of a project that included the Jefferson Community Golf Course. He tells Raccoon Valley Radio those included repurposing the lower level of the Greenewood Community Center into a golf clubhouse, making outside improvements of that remodeling that largely included a parking lot reconfiguration and if the clubhouse were to move, the current space to be turned into a housing development.
The total estimated costs for each part of the overall project that Bolton and Menk said was very conservative was $834,000 for the clubhouse renovation, $482,000 for the outdoor improvements and $1,179,000 for the land and housing development. Peterson explains what the bottom line of the report told the Council.
“The financial feasibility on the study was on the negative side and did not show that it would create enough revenues to cover the cost. So if this were to occur there would need to be some additional financing and whether that’s grant financing to financing something else in order to close that financing gap.”
Peterson points out that the Council accepted the study and referred the housing development part onto the city’s housing committee. He talks about why that decision was made to further look into that as a possibility.
“Because, if we can work with developers, find us a developer that’s interested in doing that project, then it really can make the rest of the project look different, if you know that you have a developer in pocket that’s ready to go. And if we can find that person, then we could consider the rest of the components of the study.”
Peterson adds the initial plan laid out in the study were duplexes with a total of 14 units and the needed infrastructure for it. He says if a developer would be interested in doing a housing project, they could make changes to it. The full study can be found by clicking the link below.
