A Bedford man was arrested on a felony charge of third degree domestic abuse assault Thursday night in Stuart.
Forty-one year-old Elmer Lee Harwell was arrested by Stuart Police after allegedly picking up the victim, who he was living with, and spinning her around.
He’s previously been convicted of similar charges in May 2012, and March 2009.
Harwell is being held without bond in the Adair County Jail.
