The debate in both chambers of the Iowa legislature continues over what should be done with the state’s $800 million surplus.

Freshmen Senator Jake Chapman of Adel says he’s glad his first session is starting with a positive budget.

“The reason we have this surplus of money, or this over collection of money is really because of balanced fiscal budgetary methods.  Not spending more than we take in” says Chapman.

Chapman says the legislature is in a very strong position to do some things that will really help Iowans and he feels the money should go back to the people.  He co-sponsored a bill that would give the money back to taxpayers but it failed to pass.

Senator Chapman says he thinks they will be able to provide property tax relief but he also hopes there’s an opportunity to reduce income taxes as well.

Chapman says he’s not sure when the surplus solution will be approved.
